Gender and HIV/AIDS in Addis Ababa: An Assessment of Prevention Programs

Abstract: Programs on HIV/AIDS need to respond to the different needs and roles of men and women in HIV transmission and prevention and to work with men and women of different social groups to deconstruct stereotypical gender roles and to reduce HIV transmission (UNDP 1999). Both men and women should be able to undertake prevention and cope better with the epidemic. This indicates the importance of evaluating how issues of sexuality and gender are handled by programs of governmental and non-governmental organizations that are working on HIV/AIDS in Addis Ababa. Therefore, the major focus of this study is to look at the gender sensitivity of the programs of three organizations. The aim of this study was to evaluate the gender-sensitivity of the programs of three organizations working on HIV/AIDS in Addis Ababa. This study also tried to investigate how the different needs and roles of men and women in HIV/AIDS transmission and prevention were addressed in HIV/AIDS program of three organizations. Qualitative research methods were employed and in addition to the observations made on the programs, interviews were conducted both with members and beneficiaries of organizations. Moreover, Documents including the National HIV/AIDS Policy and the Strategic Framework for the National Response to HIV/AIDS in Ethiopia (2001-2005) were consulted. It was found out that the three organizations have done a commendable work on awareness creation, medical provision and condom distribution reaching quite a considerable portion of the population in the areas where they were working. The organizations have also made some efforts to empower women both socially and economically. It was found out that the organizations have tried to make their activities gender sensitive but much remains to be done to effectively address the different needs of men and women in HIV/AIDS prevention. Findings showed that lack of knowledge on how to incorporate gender issues in the different activities was one of the main limitations of the organizations. The majority of the participants of the programs were found to be men except in women
